    Industrial Hygiene Program Development

    Compliance Assistance and Industrial Hygiene and Safety Program Development, Confidential Client, Pharmaceutical Manufacturing
    Conducted an evaluation of operations at a contract pharmaceutical manufacturing facility in response to OSHA citations alleging inadequate safety and health programs in the areas of confined space entry, control of energized systems, and personal protective equipment. Over a three-month period, Mr. Bruun prepared formal programs to address the deficiencies, which also considered the requirements for temporary installations and batch processing. The project included:

  • Conducting assessments of potential confined spaces throughout the facility, including manholes, and blending and mixing vessels.
  • Preparing a confined space entry program to allow the controlled entry into vessels for maintenance and cleaning. This included formal procedures for controlling energy sources such as mechanical mixers, process chemicals, steam, and hot water. Procedures were also developed for use of retrieval systems for vertical entries into tanks and vessels.
  • Training employees in the hazards of the spaces and hazard control procedures.
  • Preparing a program for control of energized systems. There was a concern for the requirement of operators to frequently enter energized packaging and material-handling equipment to make adjustments, perform maintenance, or clear jams. All maintenance workers and lead operators received training that included hands-on training on various types of packaging systems.
  • Assessing requirements for personal protective equipment and training of production and maintenance workers in selection and use of PPE. The program included requirements for safety glasses, respirators and gloves for production workers, toe and head protection for warehouse workers and material handlers, and special PPE for confined space entry work.

    Industrial Hygiene and Safety Program Development, Waste Resource Energy, Chester, PA
    Developed and assisted in the implementation of occupational health and safety programs for a municipal solid waste resource-recovery facility, formerly owned by a division of Westinghouse. The work began when the facility was in start-up phase and continued as the facility transitioned to normal operating conditions with semiannual outages supported by plant personnel. The project included conducting initial exposure determinations for lead, arsenic, and cadmium and specifying periodic monitoring programs. Working closely with facility and corporate management, Mr. Bruun developed safety and health programs including lead and cadmium standards compliance, blood-borne pathogens exposure control, respiratory protection, medical monitoring, hearing conservation, heat stress management, and confined space entry. Mr. Bruun provided training to facility personnel and contractor employees in all areas of the safety and health programs.

    Safety and Health Training Programs, SmithKline Beecham, Conshohocken, PA
    With other certified industrial hygienists from a former employer, developed corporate training programs to be used throughout SB's United States and International facilities. The team assisted in the development of policies, written programs, and training materials for Confined Space Entry, Respiratory Protection, Personal Protective Equipment, Indoor Air Quality and Hearing Conservation. These documents were developed to provide consistent information across all operating units.

    Industrial Hygiene Program Development, Confidential Client, Hazardous Waste Processing
    Evaluated personnel exposures in three solid waste processing facilities and developed lead and cadmium standards-compliance programs including provisions for medical monitoring, hygiene facilities and practices, periodic monitoring, and work practices to control exposures.

    Safety Management and Program Development

    Construction Safety Management, PECO Energy, Philadelphia, PA
    Monitored activities of contractors to ensure their compliance with the project specifications. Construction safety consultation included monitoring compliance with PECO requirements for elevated work surfaces, fall protection, personal protective equipment, and hot work. We also identified and corrected a serious overexposure to carbon monoxide to abatement workers inside containments.

    Safety Consulting, State Agencies, Commonwealth of Pennsylvania
    Conducted needs assessments and biannual audits of programs for state agencies. Prepared safety programs for state agencies involved in construction and heavy equipment operation, including the Game Commission and Department of General Services. Programs included Control of Hazardous Energies, Fire Protection and Prevention, Hot Work Permit Program, Personal Protective Equipment, Hazard Identification Survey Procedures, Storage of Flammable Liquids, Machine Guarding, and Incident Investigation, and Bloodborne Pathogens. Provided training to Safety Committees in Hazard Identification and Incident Investigation.

    Management of Confined Space Entries, Regional Rail System
    Developed a confined space entry program to be used for manhole entry into cable vaults. Developed rescue procedures and provided hands-on training for entrants and attendants in entry and rescue procedures.

    Asbestos Management Services

    Asbestos Services, PECO Energy Co., Philadelphia, PA
    Managed and directed asbestos management services provided to PECO on a multi-year services agreement. Projects have included:

  • Designed asbestos abatement from the Richmond Generation Station. Design included asbestos removal from 16 boilers and associated pipes, vessels, and ductwork. The specifications also included requirements for Hot Work Permitting, Fall Protection, and control of carbon monoxide exposures.
  • Directed asbestos abatement quality assurance monitoring during an 18-month abatement project at the Richmond Station. Work included interaction with PECO and the Contractor in managing safety issues.
  • Planning and directing an asbestos materials survey of the coal fired boilers and operating units of the Eddystone Power Generating Station. Asbestos and nonasbestos materials were labeled to facilitate future management.
  • Directed an asbestos health hazard assessment in two peak generating stations
  • Conducted investigations of conditions in five inactive power generating stations and estimated total abatement costs. This information was used by Station Support for long term planning and budgeting.
  • Developed asbestos abatement specifications for the removal of all asbestos and contaminated waste from the Delaware Station Boiler Buildings and Turbine Building, and directed environmental quality assurance monitoring during abatement.
  • Directed quality assurance monitoring during asbestos abatement during a turbine outage at the Eddystone facility.
  • Provided asbestos awareness training to management and operating plant personnel.

    Asbestos Program Management, Christiana Care Health Services, Wilmington and Christiana, DE
    Management of all asbestos related services provided to several hospitals in the Christiana Care Health Services network. Recent project have included:

  • Directing environmental quality assurance monitoring services during complete interior renovation and asbestos removal of the Pellporte Hospital in Christiana, DE.
  • Managing facility-wide surveys to document locations and conditions of asbestos containing materials in the Wilmington Hospital and Riverside Long Term Care Facility.
  • Providing on-going asbestos management services at Wilmington Hospital including providing asbestos awareness training, assisting in the planning of renovations and large scale asbestos removal projects, and directing quality assurance monitoring for planned and emergency asbestos removal project.
  • Directed quality assurance monitoring during demolition of a rooftop cooling tower. Assisted contractor with construction safety issues including fall protection and personal protective equipment.

    Asbestos Management, Delaware County Memorial Hospital. Drexel Hill, PA
    Management of all asbestos related services provided to the Delaware County Memorial Hospital. Recent project have included:

  • Directing environmental quality assurance monitoring services during all asbestos abatement over a three-year period. Work included projects in occupied and renovation areas.
  • Directing a facility survey to identify asbestos containing materials throughout the facility.
  • Providing information and training to staff regarding the controls of asbestos abatement projects to eliminate possible exposures to employees and the public.

    Asbestos Operations and Maintenance Program, SmithKline Beecham, Conshohocken, PA
    Developed an asbestos operations and maintenance program for the management of asbestos materials in SB's facilities worldwide. The program was geared towards facility managers in SB-owned and leased facilities and included manufacturing facilities, office buildings, and clinical laboratories. The program included recognition of asbestos materials, and procedures for managing asbestos in place or managing abatement activities by outside contractors.

    Asbestos Management Services, Confidential Client
    Management of delivery of asbestos services to a confidential client with multiple locations in Pennsylvania and New Jersey. The work has included:

  • Directing and managing environmental quality assurance monitoring during abatement of fireproofing from two floors and portions of the basement of an occupied office building.
  • Designing removal projects and managing quality assurance monitoring during asbestos abatement in various facilities in Pennsylvania and New Jersey.

    Asbestos Management Services, Cooper Hospital and Medical Center, Camden, NJ
    Provided asbestos services on a multi-year service agreement. Services included:

  • Directing a survey and preparing abatement removal specifications for asbestos abatement of three floor of the Dorrance Building
  • Preparing and asbestos operations and maintenance program for the entire facility.
  • Designing asbestos removal associated with renovations of the roof on the Kelleman Building.

    Industrial Hygiene Assessments and Audits,

    Industrial Hygiene Health Assessments, CIGNA Insurance Company
    Assessed personnel exposures in a variety of industrial occupations such as iron foundries, electroplating operations, steel products manufacturing, etc. Evaluated personal exposures to chemicals, heat stress, and noise. Assessed controls of exposures such as ventilation systems, personal protective equipment and medical monitoring programs.

    Simulated OSHA Audit, Confident Client, Pharmaceutical Manufacturing
    Conducted an audit of the client's industrial hygiene and safety programs to assist in recognizing and controlling occupational health exposures and complying with Occupational Safety and Health Administration standards and requirements of other regulatory agencies. The audit included research laboratories and manufacturing facilities in United States and Puerto Rico.

    Industrial Hygiene Assessments, GE Aircraft Engines
    Conducted field assessments and managed industrial hygiene surveys for a national aircraft engine manufacturing and rebuilding firm. Surveys included evaluations of exposures throughout manufacturing facilities in New Hampshire, Vermont, Massachusetts, California, Texas, New Mexico and Kansas. Recommendations developed in the surveys have lead to changes in work practices, engineering controls and personal protective equipment to reduce employee exposures to welding fumes, magnetic frequency radiation, and hexavalent chromium.

    Industrial Hygiene Assessments, PECO Energy Co, Philadelphia, PA
    Conducted a facility-wide industrial hygiene survey at the Eddystone Power Generating Station. The survey included assessments of exposures to personnel in plant operations, maintenance, fuel specialists, ash disposal, and sulfur disposal.

    Indoor Air Quality Assessments and Design of Biological Remediation Projects

    Design of Mold Remediation Project, Confidential Health Care Client
    Prepared removal specifications for the removal of mold-contaminated building materials from a pediatric clinic. The specifications included requirements for control of the mold to prevent contamination of adjacent areas during abatement, requirements for complex phasing to protect staff and patients while maintaining the operation of the facility, and clearance testing procedures to ensure the project was completed as designed and intended.

    Design of Mold Remediation Project, Confidential Commercial Development Client
    Prepared remediation specifications for the removal of contaminated walls, carpets, and sub-floors for a commercial building development over a health care facility. The specifications included requirements for control of the mold to prevent contamination of adjacent areas during abatement, and clearance testing procedures to ensure the project was completed as designed to allow the facility to be returned to use as a health care facility.
